Tom started his own national security think-tank, ORION Long-Term Strategy, in March 2020. As President and Chief Executive Officer, Tom influences defense reform to improve our competitive strategy against major power adversaries like China and Russia. After coming out of government in 2017, Tom served for over three years as the Vice President, Defense Strategy at the Long Term Strategy Group, a Washington, DC-based defense think-tank specializing in translating and studying Chinese and Russian writing on strategy and operational warfare. Since then, he served as the senior advisor on future warfare to the Joint Staff Director for Force Development (J7), concentrating on the Joint Warfighting Concept. He serves as the subject-matter expert to a competitor for a DARPA program building a futuristic automated operational planning system. His 2019 essay, “Treating the Pathologies of Victory” grabbed the attention of senior Pentagon leadership that led to internal reforms. He currently advises the Center for Humane Technology on strategic threats from social media.
